The Operational Research Institute (ORI), in collaboration with the United Nations Development Programme (UNDP), launched a new study as part of the UNDP project - Supporting Public Administration Reform in Georgia.
The study, entitled "Enhancing Multi-Criteria Analysis (MCA) in Regulatory Impact Assessment (RIA) in Georgia", represents a significant step forward in empowering policymakers.
MCA, a key tool in systematic assessment, allows decision-makers to compare regulatory options by integrating both quantitative and qualitative impacts. However, the current methodology of assigning scores and weights poses challenges, particularly in terms of subjectivity.
The ORI team, with extensive experience in training public officials, recognises the hurdles that RIA practitioners face in the MCA process. Our research aims to address these challenges and reduce subjectivity by improving the MCA component within the RIA process.
Key objectives of the project include:
■ Improving the MCA framework with user-friendly decision support tools and methodological guidance.
■ Empowering policymakers and RIA practitioners to navigate the complexities of RIA, thereby promoting efficient and objective decision-making.
This initiative will pave the way for a more transparent and efficient regulatory environment, benefiting government agencies and the public at large. By improving the MCA process within RIA, we contribute to informed and equitable regulatory decisions that better serve the diverse needs and priorities of society.
