Public Policy Leadership Academy (PPLA)

The Public Policy Leadership Academy (PPLA), supported by the USAID National Government Program Grant, is implemented by the Operational Research Institute (ORI).

The core objective of the project is to promote youth engagement in public policy formulation by providing essential skills and knowledge.

The PPLA has three main components: Online Training; Policy Fellowship; and Public Policy Analysis Conference.

Phase 1 - Online Training


During the first phase of the program, 80 selected participants completed an online training course consisting of four training modules:

Module 1: Policymaking, impact assessment and evidence-based decision-making

Module 2: Data analysis, visualization, and cyber security

Module 3: Public financial management reforms, internal controls and audit performance of state

Module 4: Information as Power: Navigating Transparency, Accountability, and Civic Participation

Upon successful completion of the online training modules,  participants received a certificate of completion.

Phase 2 - Public Policy Fellowship Program


The top 15 participants were selected for the fellowship phase. Fellows were divided into 5 groups based on their research interests and educational background.

During the fellowship period, each group of students were supported by a mentor who guided the policy research conducted by the students. 

During the fellowship, the following policy papers were developed:

1. Institutionalizing Regulatory Impact Assessment (RIA) in the Executive Branch

2. Practical application of the policy planning, monitoring and evaluation framework in Georgia

3. Official Development Assistance (ODA)  - Impacts and Effectiveness

4. The impact of the law "On transparency of foreign influence" on the economy of Georgia

5. Ensuring and managing critical infrastructure resilience in Georgia

Phase 3 - Public Policy Analysis Conference


Upon completion of the Policy Fellow phase, program graduates participated in the Public Policy Analysis Conference. At the conference, Policy Fellows had the opportunity to present their research to a wider audience, including policy researchers, academics, donor community, etc. In addition, the conference was open to other partner organizations, think tanks and policy research institutions to present their cutting-edge policy research. This was an unique opportunity for Policy Fellows to engage in professional networking and to become familiar with ongoing research in the field.
